Explanatory observationýin Accordance with Article XXVIII

of the Royal Instructions.

1. This Ordinance was passed with thirty five amendments on 28th

March, 1951.

2. The reasons for enacting this Ordinance are set out in the

preamble there to. The Bill was amended at the Committee stage, upon

report of Select Committee, to the extent indicated on the copy of the

relevant Bill which is attached to this report.
